School Board sworn in; elects chairman; approves agreement with Shelby County

After they were sworn in Monday night, Millington’s first municipal school board members elected a chairman and approved an agreement negotiated with the Shelby County School System.
With Mayor Terry Jones administering the Oath of Office, the board members vowed to support the U.S. and Tennessee Constitutions, the new Millington City Charter and ordinances and to “faithfully and impartially” perform all their duties.
Following a 45-minute reception in the lobby of City Hall, the board began its first meeting in the Board of Mayor and Aldermen Chamber.
On a motion offered by Louise Kennon and seconded by Chuck Hurt Jr., it unanimously approved an agreement to pay the county school board $2,762,628 over a 12-year period, which amounts to $230,219 a year.
Board Attorney Charles Perkins said the money will come from the Basic Education Program funds that the board will receive each year from the state. The first payment will be due in November 2014.
He noted that the county school board will deed four schools to the Millington school system – Millington Central High, Millington Middle, E. A. Harrold Elementary and Millington Elementary.
Lucy Elementary will be retained by the county school system, because a majority of the students enrolled there live outside the city limits.
Perkins said the buildings must be used for “educational purposes” for a 25-year period. He also noted that Millington’s school district lines will be the boundaries of the city and its annexation area.
On a motion offered by Greg Ritter and seconded by Cody Childress, the board also unanimously adopted a resolution establishing the process for selecting the school system’s first superintendent.
It states that Dr. Wayne Qualls, owner of TEAMS Inc., will advertise for and recruit potential applicants and receive all resume’s. He will screen and research the background of each applicant and recommend four to five “semi-finalists” to be interviewed by the board.
With the board’s input, Qualls will prepare questions and suggest a scoring format that can be used for interviews. The final decision will be made by a majority vote of the board.
All interviews and deliberations will be in a public forum.
The board voted to begin interviewing applicants at 5 p.m. Dec. 10 in the Board Chamber at City Hall.
In other action, the board:
(1) elected Ritter its chairman and Don Holsinger its vice chairman;
(2) unanimously selected School Transition Committee members Ron Williams and Rosie Crawford to serve as temporary administrative assistants for the board;
(3) unanimously adopted Section 1 of the Board Policies and Procedures;
(4) unanimously postponed the selection of its Tennessee Legislative Network representative;
(5) approved Millington Municipal Schools as the official name of the school system;
(6) scheduled its next meeting at 7 p.m. Dec. 16 in the Board Chamber at City Hall.

    I’m confused as to why we have to pay for school buildings that our taxes have already payed for. How was the purchase price arrived at and was credit given for the amount of our Shelby County taxes already payed toward schools? Also, aren’t our Shelby County taxes still going to be paying for the county school system while we also pay for the Millington school system?
