Commission OKs Final Plat for Asa Place subdivision

The Millington Planning Commission has unanimously approved the Final Plat for the Asa Place residential subdivision west of Raleigh-Millington Road across from Cedar Hills Drive. 

Commission members took the action during their May 18 regular monthly meeting on a motion offered by Secretary David Bodkin and seconded by Vice Chairman Mary Jo Thornburg. 

The application was submitted by Henry Porter of W. H. Porter Consultants PLLC on behalf of Paul Frazier and Michaelle Terhune of PFMT Holdings LLC.

The 22-lot subdivision will consist of 8.25 acres located approximately 2,200 feet south of Big Creek Church Road and directly north of the existing Riggs Pointe residential subdivision.

The commission approved the Engineering Plat for the subdivision in October 2025 and the $353,538 bond amount for the public improvements at its Feb. 17 meeting.

Cole Yoders, GIS coordinator and inspector with the city’s Department of Planning and Economic Development, told the commission on May 18 that the subdivision will be arranged with four lots zoned R-1, Low-Density Residential, along the Raleigh-Millington Road frontage.

The remaining lots, zoned R-2, Medium-Density Residential, are situated inside the subdivision.

Yoders noted that ingress and egress for the development will be provided by a connection to the Raleigh-Millington public right of way, with a secondary right-of-way access to Riggs Pointe subdivision by extension of Elm Gord Street.

He said the proposed roadways will provide 50 feet of public right of way, including 30 feet of pavement with curbs and gutters, a 4.5-foot-wide grass strip and a 5-foot-wide sidewalk on each side.

The subdivision will use “surface inlets and a drainage network” to collect and convey stormwater runoff.

A detention pond will be provided within common open space “A” to reduce post-development stormwater runoff to pre-development flow rates.

Yoders said water service for the subdivision will be provided by an 8-inch main connected to the city’s water system at Raleigh-Millington and Elm Gord in Riggs Pointe.

He noted that three fire hydrants are “adequately spaced” throughout the development, and 1-inch water service connections will be provided for each lot.

Sanitary sewer will be collected and conveyed by an 8-inch “gravity” system tied to an existing manhole at Elm Gord, and 6-inch sewer service connections will be provided for each lot.

Yoders said natural gas and electric utilities will be provided by Memphis Light, Gas & Water.

He noted that a Homeowners Association must be established, with covenants requiring it to be responsible for maintenance and irrigation of common open spaces.

The covenants must be recorded “with or prior to” recording of the Final Plat.

The commission’s approval of the Final Plat included the following “standard” conditions:

(1) Improvements will be the responsibility of the developer and not the city.

(2) All utilities and services, including electric, telephone and cable, must be installed underground.

(3) The water mains must be installed with tracing wire at the top.
